Our commitment
MCIL believes that our website should be usable by as many people as possible. We design and test our pages with a range of users and assistive technologies in mind, and we welcome feedback on anything that isn't working for you.
Standards we aim for
We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. These internationally recognised guidelines cover how to make websites perceivable, operable, understandable, and robust for users with disabilities.
Accessibility features on this site
- Keyboard-friendly navigation — every interactive element can be reached and used with Tab, Shift+Tab, Enter, and Escape. Visible focus indicators show where you are.
- Skip link — a "Skip to main content" link appears when you press Tab at the start of the page.
- Adjustable text size — use the A- / A / A+ buttons in the header to resize text site-wide. Your preference is remembered between visits.
- Semantic HTML — proper headings, landmarks, and labels so screen readers can navigate the page.
- Colour contrast — text and important visuals meet AA contrast ratios against their backgrounds.
- Responsive design — pages reflow to work on small screens (down to 320 px wide) and at 400 % zoom.
- Alternatives for images — informative images have alt text; decorative images are hidden from assistive technology.
- Plain language — we aim for clear, jargon-free language, with the Samoan (Gagana Samoa) version available where translated.
Known limitations
We know the site isn't perfect yet. Items we're actively working on:
- Some older PDFs in the Document Library were scanned before accessibility standards were applied. We are progressively replacing these with accessible versions.
- Video content from our YouTube channel doesn't yet have Samoan-language captions on every title.
- The mega menu works well with keyboard and mouse but we are still refining the screen-reader announcement experience.

If you need any MCIL content — a form, document, policy, or web page — in an alternative format (large print, audio, Samoan sign language video, plain text, or spoken explanation) please contact us and we will arrange it at no cost.

Feedback on accessibility
We welcome feedback, suggestions, and reports of accessibility problems. If you find something that doesn't work for you:
- Tell us the page URL or describe where on the site you were.
- Describe what you were trying to do and what happened.
- Tell us about the device, browser, and any assistive technology you were using.
We aim to acknowledge accessibility feedback within 5 working days and to resolve most issues within 30 days.
