The Ministry of Commerce Industry and Labour (MCIL) in partnership with the PACER Plus hosted a half day workshop to validate the findings of the report on developing a Policy Framework for the Citizenship by Investment (CBI) Program. The purposes of this consultation were to validate the feedback from relevant stakeholders during the initial consultations that was held in July – August 2025.

The workshop took place on 26th September 2025 at Tanoa Hotel Conference Room and was officially opened by the Acting Chief Executive Officer, Ms Fiu Jacinta Matulino where the stakeholders were informed of the objective of this work is to ‘examine the effectiveness of the program by providing a comparative analysis to similar schemes in other small island states, and modelling the potential economic benefits of possible amendments – all within the context of Samoa’s culture and governance. It also outlined the economic and social costs of the existing framework and alternatives, while proposing strategies, criteria and procedures to strengthen and implement a revised program.’Â
The consultant Mr. Glen Graig from Pacific Advisory led the discussion for over forty (40) representatives from different Private Sector Organizations (PSO), Government Ministries and Development Partners. The session was very interactive with the participants expressing their views, concerns and the request for more dialogues to be held, prior to the finalization of the policy framework.
