Industry Development and Investment Promotion

MCIL is dedicated to fostering economic growth and development in Samoa through strategic initiatives aimed at attracting investments and promoting the growth of local industries. This division plays a pivotal role in creating an enabling environment for investment by providing assistance to investors, facilitating business registration processes, and offering support services to promote entrepreneurship and innovation. Additionally, it implements programs and policies to enhance the competitiveness of key sectors, encourage sustainable industrial development, and create employment opportunities. Through its proactive approach and collaborative efforts with stakeholders, the Investment Promotion and Industry Development division contributes to the overall economic prosperity and development of Samoa.

Industry Development

The Government of Samoa through MCIL is committed to promoting and encouraging the development of all sectors in Samoa. One way is through providing assistance schemes that have been created to assist and encourage production, exports and employment in businesses and industries. The main purpose of these schemes, as summarised below, is to support qualifying projects and qualifying businesses by providing duty concessions on approved goods or materials that are required at the early stage of these developments. A Guide to development programs in Samoa also provides information for the private sector on all programs operating in Samoa that provide support directly to individual businesses. The MSME Development Policy and Strategy, and the National Industry Development Policy & Strategy (NIDPS) are other steps by the Government to develop the private sector, focusing on the growth and sustainability of both the MSME sector and priority industries.

Investment Promotion

The Investment Promotion team are committed to creating an attractive investment climate for both local and foreign investors. The country has displayed great political and economic stability over the last 10 years and, with relatively low labour costs, a favorable exchange rate and a well-managed economy, Samoa provides a highly favorable investment environment.
