Our employment services encompass a wide range of initiatives aimed at supporting job seekers, employers, and industries across Samoa. From apprenticeship programs providing practical skills training to comprehensive labor market information aiding career decisions, we offer job seeker services including job search assistance and career counseling. MCIL oversees industrial relations, ensures fair labor practices, and facilitates foreign employee permits while promoting occupational safety and health standards to create safe and healthy workplaces. With a commitment to fostering harmonious workplace relations and sustainable employment opportunities, MCIL stands as a cornerstone in Samoa’s efforts to build a thriving workforce and economy.

Apprenticeship
A government initiative to enhance skills of tradespersons in Samoa through a system of work and part-time study combined, which involves both practical skills and an understanding of theory in the trades. It is a three (3) year program since the implementation of the new Apprenticeship Structure on the 13th June 2022. The Apprenticeship Program is where an apprentice must fulfill all of the National Competency Standards (NCSs) of both theoretical and practical components, for both levels 3 and 4.
Labour Market
MCIL conducts Labour Market Surveys every three years for all formal private sector employers to ensure the above functions are fulfilled. This survey provides an update of labour statistics on the aspects of national employment trends, training needs & skills shortages, challenges and future plans of private establishments.
Job Seeker Service
The Job Seeker Service (JSS), administered by MCIL, is an online employment service that allows job seekers to register and create their profiles with the intensity of looking for a job. In creating this profile, they will be able to search and apply to vacancies posted by employers.Â
Employers can now register their business profile and start advertising Job vacancies and Job opportunities on the system, which are available in their workplaces.
Industrial Relations
IREPOSH oversees the efficient provision of Foreign Employee Employment Permit (FEEP) services by fulfilling several key responsibilities. These include analyzing labor market demands and supplies promptly and accurately to facilitate the assessment and issuance of Employment Permits (EPs) in accordance with the Labour and Employment Relations Act 2013 and the Amendment Act 2023. Additionally, IREPOSH monitors the compliance of both employers and employees who have been granted Foreign Employee Employment Permits. It is mandatory for any non-citizen seeking employment in Samoa to obtain a valid Employment Permit from the Ministry of Commerce, Industry, and Labour. Permits granted are subject to conditions determined by the CEO and are valid for a maximum period of up to three (3) years.
Foreign Employment Employee Permit

These include analyzing labor market demands and supplies promptly and accurately to facilitate the assessment and issuance of Employment Permits (EPs) in accordance with the Labour and Employment Relations Act 2013. Additionally, IROSH monitors the compliance of both employers and employees who have been granted Samoa Work Permits. It is mandatory for any non-citizen seeking employment in Samoa to obtain a valid Employment Permit from the Ministry of Commerce, Industry, and Labour. Permits granted are subject to conditions determined by the Minister and are valid for a maximum period of two (2) years.
Occupational Safety and Health
Occupation Safety & Health promote and educate employers and employees on standards and requirements of safety, and health in their work place. The OSH team undertake regular inspections to ensure compliance. We advise employers of their obligations, workers on their rights, whole of government on preventative measures to reduce potential work place accidents and illnesses, and responsible for the assessment and issuance of employment permits.
